Negotiations Completed, 2019-2034 Local Agreement Established
Branch 258 is proud to announce the completion of our new local contract (memorandum of understanding) for the Reading Installation. Several other locals for Branch Associate Offices have been completed (updated or renewed), and will also be available to view on this page as they become available. We want to thank our negotiating team, led by Branch President Fred Ranalli, for their hard, and in many cases, early morning, work in bringing these negotiations to fruition. We would also like to thank the members who completed pre-negotiation surveys, as they gave our team added focus on certain issues. We would like to thank Postmaster Gregory Irvin and his representatives for a round of good faith and cooperative negotiation to produce an MOU which is satisfactory for both sides. Key changes in the new local include:
- establishment of hourly increments in bidding for incidental leave, with accompanying rules for how slots are taken by hourly bids
- establishment of "crossover" bidding slots for vacation bidding - while the East and West sides will remain in effect, these crossover slots are excess vacation slots which may in the future be taken from carriers on the other side if the board is full for their side
- shortened advance notice requirements for the rescinding of annual leave, as well as clarification for when the AL board is considered to be full
- change in advance notice requirement for requesting annual leave on a Monday (from Thursday close of business to Friday at 10AM)
- movement of earliest dates to request annual leave for non-choice dates from October to December to April (this will take effect in 2022; this year it must still occur in August, since April has already passed)
- a small tweak in the "bumping" rules to cover situations where a regular is assigned but not currently working that assignment
- movement of summer wear option during off season months from 60 to 50 degrees
- consideration of seniority in overtime assignments
- recognition of Branch representatives in making announcements during stand-up talks
- clarification of wash up rule
- other small clarifications of pre-existing clauses
Arbitration Completed for Local Contract
Arbitration between Branch 258 and local management has been completed, and we are pleased to announce the new LMOU has been completed. The negotiators and officers would like to thank everyone who made themselves available to testify in arbitration, as everyone's efforts have produced a favorable result for the branch. The arbitrator found in favor of the branch on the points which were earlier brought to impasse, and we proudly present our 2016-2019 LMOU here.
Local Contract Goes to Impasse, Sent Up for Higher Level Negotiations
After our best efforts during the scheduled local MOU negotiating period, we regret having to report that our new local has gone to impasse. There were some points of contention with management where agreement could not be reached, so the contract has been sent to be arbitrated on these points of contention. We are happy to report, however, that we would not allow management to force issues which we felt strongly about, and feel that we will get a local that we can once again be proud to help create for our members.
Several Local MOU's Negotiated for Branch 258 AO's
During the local negotiating period in October, negotiations took place for all of the NALC Branch 258 associate offices. Many of these negotiations concluded successfully with a new agreement, while some went to impasse. We will include each contract individually in the pdf listings on this page as they become completed and available. They will be added to the overall list of locals which have been posted over time.

New Local Contract Completed for Reading Installation
During the established negotiating period for local memorandums of understanding in April, representatives from Branch 258 met with local management to establish a new local contract. We are pleased to announced that these eight negotiating sessions have produced a new completed and signed LMOU. While the majority of the contract remains similar to the 2001 local that has been in effect for the past 12 years, some minor changes have been made. These changes are listed below:
- The term "CCA's" has been added throughout the document to incorporate their newly created position from the National Contract
- fixed day off for a route for a mutually agreed upon reason (item 2)
- emergency conditions information will be provided to be provided on USPS National Employee Emergency Hotline (888-363-7462) (item3.b)
- carriers may rescind leave with less than 14 calendar days notice only if the the leave board is not full (item 7.j)
- CCA's will have 2 dedicated vacation slots, with a similar but separate bid and award process (item 7.l)
- percentage of leave spots during the weeks of Thanksgiving and Christmas raised from 12% to 13% (item 9.a)
- percentage of slots on the leave board during non-choice period raised from 9% to 10% (item 12)
- deadline for failure of management to return leave requests to result in automatic approval changed from 24 to 48 hours (item 12.f.1)
- item 12.4 added to spell out time/date framework for deadlines in leave slip submission and approval
- the overtime desired list will become one list, as has been tried for the past several quarters (item 14)
- the procedure and order of options for t-6 carriers bumped by regulars working overtime on the non-scheduled day, and for t-6 carriers brought in their non-scheduled day (item14.2)
- provision of a Downtown Station parking space for the Union President/Designee
- zone language and t6 order of options updated in regard to route elimination (item 21.b)
- carriers allowed to choose summer apparel whenever local forecast indicates a projected high temperature or 60 degrees or hogher (item 21.v.5)
- personnel jacket inspection clause eliminated (2001 LMOU item 21.k)
- elimination of paper bidding for jobs, listing online bidding option, updating language for available bidding options (item 22.c)
- change to one hold down bid list, change to timing of hold down bidding/awarding process (item 22i)
